Oil Spots under hood

I opened up my hood today and never really noticed but I found some oil spot looking spots under my hood. I was wondering what the cause of this can be?
I live in AZ and it's hot here everyday so I was wondering if its an oil or something else. What can I do to stop these oil looking spots from appearing under my hood?

Probably power steering boil over

If it's spots in the engine compartment, I'd start looking at emissions piping. If it's on the underside of the hood, Robert Yuras may be on the right track.
