My hood was jammed on one side when i took my front end apart for the turbo install. The screws holding the hood latch is rubbing the locking mechanism and wond pop open. You need to use a wrench and looses the two bolts that secure the locking mechanism down. When it gets loose enough, it will pop open. I had to put a small washer on one of the screws to keep it from rubbing the locking mechanism when it is tighten down all the way.

The cable going to that side may have broken or the end of the cable sheath may have fallen out of the spot it fits in. You may be able to manipulate the latch from under the car (will probably have to get tray out of the way) but it's going to be a long reach. FSM will have details.

I had trouble with my hood a few weeks ago. On the hood cable, there are two little plastic knobby things that engage with the latches. One of those little knobs broke and I couldn't open that side. You're probably going to have to replace the cable because of one sharty little plastic piece.
