Old thread bump..i'm having hell with p1090 and the passenger side vvel motor. I even replaced the engine and problem remains. Relay has been replaced. Followed FSM and tested continuity from vvel motor to the actual vvel controler and fine no issues. Tested ohms on vvel motor and good. Replaced the relay and same problem. Replaced the VVEL distributor module this morning and same issue. Literally stumped. OP never stated how he fixed his

*Update for completeness sake: After replacing the VVEL control module i disregarded the programming section. This had to be done for me. I used uprev to data log to voltage for the position sensors on the back of the vvel modules and adjusted them back into the required 5v range as stated by FSM. Issue seems to be resolved.
