The highest rpm that i can go to is 3500. My idle is just below or right at 1500. Warranty should cover this right? I am still under warranty...the problem

The highest rpm that i can go to is 3500. My idle is just below or right at 1500. Warranty should cover this right? I am still under warranty...the problem is getting my car there.
