Is it normal that my car wont let me rev pass 5k rpm while in neutral? I was testing the sound of my newly installed exhaust and it wont let

Rev won't pass 5k RPM
Is it normal that my car wont let me rev pass 5k rpm while in neutral? I was testing the sound of my newly installed exhaust and it wont let me rev pass 5k rpm. However, it can go pass 5k while actually driving the car. Thanks in advance.
