The GT-R guys (myself included) received voluntary recalls to replace this part. Do you hear the steering wheel lock disengage when you press the Start button? It should sound like a single "whir" coming from the steering column. If not, then this is most likely your issue.

Steering wheel lock is working normal. I feel it release and I get a whirr sound.

So where is this IPDM located?
