Throttle Body Wiring with P Codes / Electrical Prob with Fuel Pump

I am getting a P2100, P1290, P2101 code. Looking at the wiring diagram it seems to show something labeled as NCA (google searches suggest "No Color Available") diagram shows dotted

Default Throttle Body Wiring with P Codes / Electrical Prob with Fuel Pump

I am getting a P2100, P1290, P2101 code. Looking at the wiring diagram it seems to show something labeled as NCA (google searches suggest "No Color Available") diagram shows dotted line around the wires from the harness connected to BLK going to Ground. Can anybody explain this notation?
Additionally, Fuel Pump not getting power signal from the IPDM - voltage at all the correct spots, but CPU inside the IPDM not completing the ground to allow the fuelpump relay to energize. Attached screen snap of Throttle body wiring and Fuel Pump Circuit.

checked each wire for the Throttle Body from plug to ECU harness - all fine - none shorted to ground.
Replaced the Throttle Body.
No difference - still throwing same codes and still no fuel pump sound.

Maybe replace fuel pump?

Thanks for the input .... and I thought about that, but if I apply 12V to the plug the fuel pump comes on and sounds fine. Also checking the Pink and Black wire at the plug does not have 12V. (need to get +12V at pink to Ground)
