Most likely pump. But make sure you have enough fluid as well.
Buy a used rack/pump off eBay, install

I had a similar issue with my previous car (Corvette C5). A complete flush/replacement of steering fluid fixed the whining noise for good. It never came back. Maybe it's worth a try in your case? Good luck.

mine has been whining for a while now (at least a year), but my wheels are pushed out about .5 inch and they're wider then stock, i wouldn't worry about it until it breaks, even then you can still drive the car so you will not need to tow it.

I'd try what has been mentioned already before replacing the pump. Verify pump reservoir level and add as needed. If that doesn't help, drain and refill with new fluid.

Make sure that the correct fluid has been used. Power steering fluid is NOT the right answer. The system takes Dextron III. Look it up in the owners manual. This is the number 1 reason for pump whin on any Nissan product. I would do a fluid exchange. If you don't know how, get someone else to do it that is qualified.

I read somewhere that it is not good for the pump when it's turned all the way to either side and stay there for a long duration. OP - how many miles you have on your car? |

From: GTM after fluid change:
4) With the engine idling, hold the steering wheel at each lock position for 3 seconds (do not exceed 10 seconds as the power steering pump may be damaged) and check for power steering fluid leaks.**Repeat several times at approximately 3 second intervals.*** 6) With the engine idling, check the power steering fluid reservoir for bubbles and white contamination.**Stop the engine if bubbles and/or white contamination are present.** After waiting for the bubbles/white contamination to dissipate, repeat step 4. 7) Stop the engine and check the power steering fluid level, fill as necessary |

whine from power steering pump
I had a whine sound from my 2012 370Z (35,000 miles) that increased with RPMs that originally sounded like a bad alternator. Dealer changed alternator - no improvement.
Then the idler pulley and tension pulley and belt was changed - no improvement. They then replaced the power steering pump and the noise went away - but only for 2 months and about 1500 miles. After a week of investigating, I found a TBS (ITB12-035) that only applied to the Infiniti 35 that stated a bad power steering reservoir could cause a whine sound. Today, the Dealer replaced the reservoir and the sound is gone. Something you may want to check. The power steering fluid in my original reservoir looked like it was boiling when the engine was running. The Nissan tech stated they would add the 370Z to this bulletin, but who knows. |
