Default Throttle Cut at 3500 RPM

I've just gotten my car back and I've been putting breakin mileage on it, but I've run into a curious issue. Once the car has been driven a short distance, roughly 9 miles or so, the throttle will cut off at precisely 3500 RPM for roughly 2-3 seconds. There are no other error indications and no DTCs. If I restart the car, it will provide full range of throttle for another several miles before again cutting off at 3500 RPM.

My car is tuned with EcuTek, so one thought I had was that this is Valet Mode kicking in. However, I'm not on the valet mapping, so all should be normal. That said, I haven't driven the car in 7 months and don't even really remember how to turn valet mode off, if it is on.

Another theory is severe limp mode, but again, there's no SES light and my oil temperature is reading 180F.

Any thoughts?
