Because not every car fits the same! Each car is a little bit different on the lot. Add to that the fact this is a manufacturing process for Fiberglas and you can have small changes in dimensions and fit that need to be adjusted during body prep. This is nothing new. It has always been like this in adding body kits. Some kits fit better than others but all need minor prep.
