Spacer help please.

I installed my rear spacers with no problem. But when I went to do the front there was something in the way. Just a random bolt in the way. How

Spacer help please.

I installed my rear spacers with no problem. But when I went to do the front there was something in the way. Just a random bolt in the way. How do I install the spacer??
