I was following a Mini Cooper the other day and when they hit their brakes, their 3rd brake light flashed a few times and then went solid like a normal

Flashing "Fog" Light
I was following a Mini Cooper the other day and when they hit their brakes, their 3rd brake light flashed a few times and then went solid like a normal brake light.
I was wondering if we could wire our rear fog lamp to do this? I've read the DIYs and see that people have made it flash when going in reverse, but I would rather it act like a "4th" brake light and flash a few times when I hit the brakes. http://www.youtube.com/watch?v=6DRbvcRRzws Pretty cool?
