I think there should be a rivet at the very bottom of the vent. Looks to be protruding out a bit?

I still need to do a bit of trimming to allow that to sit flush. This DIY hasn’t yet shown the finished install as I’m waiting on hardware to arrive and my wife has been very sick the last week and in and out of the hospital. The final product should be flush and not require a fastener down there. The driver side is much closer than the passenger side right now due to a revelation in how to cut it out. I know how to fix both sides but haven’t had the downtime to take it back apart.

In case OP has moved on, anyone else have any suggestions on how to open the fender liner to make this vent functional while still having some sort of protection?

My initial thought is to coat behind the fender with truck bed liner or cut sections out of the factory liner and replace with wire mesh.

I cut slots in my fender liners and glued bug screen over the slots. Keeps the stones out, but not the water spray when raining.
