How can I get rid of these marks?

I bought the car used with some marks existing on it. I want to remove them carefully without having to hire a detailer. I was quoted $60 to remove these

PICS I bought the car used with some marks existing on it. I want to remove them carefully without having to hire a detailer. I was quoted $60 to remove these marks but I think I can do it myself if I get some expert advice from you guys. Looks like a burnt spot: I got a good deal on the car so I went for it.
