Most likely she simply altered the outer finish of the clearcoat thereby reducing the clarity and making it appear as though she scrubbed away the clearcoat. Since you are asking these questions then you have probably not done any detailing before so your best bet might be to simply take it to respected detailer in your area.

P.S. I wouldn't be mad as your sister. Take here along when go to the detailer's and have them explain what she did wrong, and how to properly do it.
