I would suggest the clay bar again. What ever product you put there, the clay bar might remove. Depends on the strength of the product. You will probably want to reapply your products to the spot again after its clayed to your level of desired smoothness.

Thanks for the tip Forrest. I knew I should have re-clayed it but I could have sworn I did it yesterday when I did the whole car. Anyways, I was able to get it off eventually with the clay. It took several attempts because whatever was on there was on there good. I noticed that whatever material was on that area was on the rear tail light as well. I was able to clean everything and I re-polished and waxed that area.

Overall, things turned out okay. I even got the chance to clean the wheels and wax them. Hopefully that'll make cleaning them a bit easier in the future. Thanks for all the tips and help! All the stuff I bought from the big box store worked great:
  • Mcguair's Shampoo
  • Mothers Clay Bar
  • Autogylm Polish
  • Mcguair's NXT Wax
  • Black Magic Tire cleaner (pH balanced)
  • Black Magic Matte Tire Dressing (water based)

Just to be on the safe side I sprayed the wheels with the Black Magic Tire cleaner and then used soap and water and a sponge to clean the stuff off.
