Im on 34,000km now and just got oil change last week. I started my engine and I drove as same as I drive. but RPM did not go over 2,500rpm

I started my engine and I drove as same as I drive. but RPM did not go over 2,500rpm it tries to go up but the car shakes and exhaust too. oh and when I changed my engine oil, oil needed to be fill up little more. I puted 4.5 litter can this be cause by not filling up engine oil fully?
