I wouldn't mind having two large holes so that the j-nuts would fit behind the bumper and the plate is flush with the bracket, the plate will cover up the holes. But I'm more concerned that water/moisture will get into those holes and corrode the crash bar behind the bumper.

yep. gap gone, or maybe a 0.1mm gap, too small to see
