It's mainly to keep the car cooler in the summer and/or in tropical/warm climates. But, as with everyrhing else, different people have different purposes for it.

I think it's totally up to the cop, there's no written percentage in the highway traffic act about how dark you can go, at least in Ontario anyway. I have 18% all around, just roll down the window if you're at a light next to a cop and it's all good.
