Someone hit my friends car and caught it on her dashcam, but SHE NEEDS HELP, GTA
 
hey guys, does anyone know how to edit videos? This girl backed up into my friends car in a shoppers plaza, she has the video but her face and the license plate isnt too clear, can anyone help fix this issue, she will also pay you, happened in the GTA.

As soon as you tamper with it it won’t be admissible.

Before you go tampering with evidence, even if you are just working with a copy, I suggest contacting a lawyer or someone in law enforcement or prosecutor's office as to what the legal procedure is. Plus, they may already have the resources to do what you want.

Plaza's are considered private property. Your friend will need to contact the mall management and security. I doubt the police will do anything in this case.

She said there were no cameras in the plaza and the deductible is 400 and the lawyer will cost more than that. But if she has a case, then the hit and run person should have to pay for her lawyer too I'm pretty sure, right?

She just said the cops said nothing g they can do because they couldnt see the plate

It's not for me, for my friend. If you read up above, I wasnt asking for legal advice, asked if anyone knew how to make a video more clear.

There in lies the dilemma. Everyone is saying that once you tamper (editing the video in any way) with the original video, you might be crossing a legal line that makes that video invalid in the eyes of the courts. Nobody is giving legal advise. Just advising to get legal advice before you screw any case your friend might have.

She just told me she spoke to the lawyer and the cop as well and they said that it's fine because it's not called tampering, he basically emailed her something long and signed saying it is allowed and can be used in court.

So if anyone knows how to, it will be appreciated and price can be discussed with her

Since nobody has come up with an answer, here's what I'd do: search the web for "Photoshop +sharpen", "GIMP +unblur", etc. Youtube probably has some DIY tutorials.
