They would warranty the rotors only if they find too much runout and were not able to resurface. But that depends on the dealer as well. My brakes started pulsating at 12,000 miles. I upgraded rotors + pads, brake fluid and never looked back. In your case I would turn the rotors, upgrade brake pads and switch to DOT 4 brake fluid.
