SPC install help

I'm still having issue with rear camber. When I remove tire and factory camber there's a 1-1.5 inch piece that sticks out from the subframe. *Is that suppose to be

When I remove tire and factory camber there's a 1-1.5 inch piece that sticks out from the subframe. Is that suppose to be removed?
