Default Rust spots? Question

I noticed this on disc behind rim when it rains (car not Garage kept). It seems to be rust spots, but they aren't there when it drys up. Is this normal? I'm sorry if this sounds like a completely stupid question, I just don't know alot about these parts of the car.

BTW, that's just dirt on the rim/black part, from the rain.

Normal. When you give your car a couple stops the pads will scrape all of that off the rotor.

Its normal and it is rust. it gets removed after you apply the brakes.

hey at least the hub area on our rotors are painted. some cars look real ikky with rust showing through their nice looking wheels.
