Rust spots? Question

I noticed this on disc behind rim when it rains (car not Garage kept). It seems to be rust spots, but they aren't there when it drys up. Is this

Default Rust spots? Question

I noticed this on disc behind rim when it rains (car not Garage kept). It seems to be rust spots, but they aren't there when it drys up. Is this normal? I'm sorry if this sounds like a completely stupid question, I just don't know alot about these parts of the car.




BTW, that's just dirt on the rim/black part, from the rain.
