You're not trying to use the SD card slot, are you? I don't believe that you can load a background in this way...I believe that you can only use this for system updates (ie nav maps).

If this is the case grab yourself a cheap USB flash drive. Make sure it is formatted for FAT32 and copy your image file to the root folder. Plug in your flash drive to the USB port on your 9990HD (not the iPod USB port, use the other one) before you go into Display Settings in the 9990HD. From there follow the instructions on page 83 of the manual. You should be good to go from there, assuming that your image file is a valid .jpg, .png, or .bmp file.
