So the blue wire was sending out 12 volts? Sometimes they go bad on some receivers. If it was I would say you have a bad fm booster, or make sure the harnesses are both connected tightly first.

I took a volt meter and measured the voltage at the blue wire on the FM adapter and it showed 12 volts. Where is the FM booster located in the car?
