Nnnnn, not necessarily. Primary use of spacers is for handling to fine tune turnability bias. In that case you'd buy a fairly conservative wheelset and use spacers to dial-in. This is why they sell open lugs in the first place to provide clearance for all sorts of spacer use on longer studs.
