With a high-stall torque converter I definitely believe he would, but with the stock converter I really don't think it would make a measurable difference.

I probably could get some mods that specifically would help with my 1/4 mile time (better torque converter, 4.08 gears), but I don't think I really want to do that. I'm fine with just bolt-ons and having fun driving through twisty roads.
Would a better torque converter allow me to launch at a higher RPM without getting wheel spin? What about better tires (not necessarily drag radials)? Better tires are something I could see myself realistically getting for my car.

Grippier tires will help if you are having traction issues right now. If not, they won't make a huge difference.
The high-stall torque convertor will allow you to launch at a higher RPM (further up in the power band). You'd likely need stickier tires but this would probably enable you to get your 60' times down to a 1.8x on a street tire and probably stick you deeper into the 12s.
Bottom line is you got your 12 second slip, so you have a 12 second car from here on out. Anything else you do will just make it better all around.
