I know a good patch will hold. I just think the dealership is cheaping out when they say they'll plug it. that tells me there willing to sell a new car with a plugged tire which imo is not acceptable. I think I've got a good leg up with the fact i put 0.0 miles on those tires they were on the showroom floor only i got in it once the winters were on. so somewhere between the showroom and there garage or when some one test drove it (had 18 miles on it) they picked up a nail

Depending on where the puncture is a plug is completely fine. If its on the outside of the tread pattern (like where the tire sizing info is) it cannot be plugged safely. If it's on the tread itself you have nothing to worry about.

i measured its about a quarter inch in from edge of the tire im gonna take it to a tire repair place by me and see if it even is fixable
