This is due to the casting chosen. There was a choice between a casting that provides a better pad match, but the heat dam was not as good as another very similar casting. The larger heat dam left a small area that gets ground along with the friction face (or firepath) to give the illusion it is too large for the pad.

As a minor tradeoff, the improved thermal capacity was chosen over the slightly better appearance of the rotor that had a better pad match. Since the rotors are zinc plated for corrosion protection, the small unused area is protected. Stillen's Brake Division will typically choose performance and longevity over aesthetics, but we all prefer both when possible.
