Its just that most cops wont bother you. Test Pipes are especially illegal because they remove the Cats which is a emission control part. But once again cops here are not going to crawl under your car and look for your cats. Also your Z will fail a visual inspection because there are no cats. But once again most people will not care. As long as your CEL stays off you should be good to go. And incase you did not notice I'm running TP.
