Apparently it's not hard to find someone to install them, but I wouldn't know anything about that. We do not install them on vehicles driving away from our facility.

Beyond CARB approval, it's actually a Federal regulation that the factory catalytic converters are not to be touched for something like 50-60k miles.

So no, don't look for CARB approved HFCs (the cost alone to get it approved would be prohibitive), and forget about test pipes.
