Whatever you do, do NOT put hot water on it. That will do bad things. Depending on how much of the cover is frozen to it even cold water might not be a good option because it'll just refreeze before you can get it off.
Can you get in the car at all? If you can, I'd start it and turn on all the defrosters. That combined with the engine warmth should get most of it.
If that isn't an option then maybe leaving it is the best.
