It's a gray area. If the work is covered under warranty, so is the rental car they arrange. If you are paying for the work, you pay for the rental too. A couple times I've wanted to drop off the car to get the ECM changed (high pitch whine), and they claim they'll give me a rental but pay for it only if they diagnose the sound as a problem.
Yet another reason I'm never buying another Nissan. LandRover and Audi used to give me their latest model to enjoy driving around while my car was in the shop. I remember driving around a fully loaded Discovery for a week when it first came out.
