Errrrr....someone correct me if I am wrong....but...lets see.

The tips are adjustable, and the "silencers" are actually the extra "air cans" on the top of the muffler. This is for the HKS Ti Hi-Power version. If there is another version then the silencers would be removable from the outside right on the exhaust tips. Though the Hi Power does have bolts on the tip edges to enable adjustments of the tip lengths.

The extra cans on the top of the mufflers are the air chambers to mute the exhaust sound at low RPM's and the velocity of the air at higher RPM's will make most of the exhaust exit from the main mufflers only, versus being diverted.

The silencers on the HKS Carbon-Ti muffles were removable. It looks like a trombone or trumpet mute that just bolts into the edge of the exhaust tip via allen bolts after you inserted it into the muffler to reduce the exit diameter.

So to answer your question...assuming we are talking about the HKS Hi Power Ti tips exhaust system...then no, there is no inner silencer. Its the extra cans that help to dampen the noise at low RPM's to cut down on exhaust drone.
