The sender may still be the part with the problem. The computer tries to smooth out the fluctuations of the sender so that you don't see flashing lights or moving dials, so erratic sender voltages while driving are hidden. When you restart the car it takes a fresh reading and starts again which is why it is not unusual to see the gauge move a fair bit after a restart.

On my G35 the float arm that the sender uses got bent resulting in the car reporting 3/4 of a tank as I spluttered into the gas station out of fuel.
