If they're black plastic that fits onto the outside of the springs you should definitely remove them. They are merely shipping spacers to prevent the front end from scraping when they load and unload the car. Do a quick search and you'll find some helpful threads.

Its the actual suspension [springs/shocks] that improve the handling, not the spacers.
