It's that you don't want to spend the money, so your cheap ass decides to be a hooligan on public roadways. the funny thing is, the fine you'd wind up with if you were to get pulled over is less than a track day would cost. However, if you kill someone, you're probably gonna wind up going to jail for vehicular manslaughter/negligence.
