Yes, I am revving in neutral at a stand still, and I have noticed that there is a rev limit of about 4500 rpm when in neutral and a no load condition. No doubt this is a good thing.

I suppose, what I may be experiencing is this rev limiter in action. Although, I will say that when blipping the throttle for a down shift I would like a quicker response.

Blipping the throttle for a down shift is a new thing for me so, perhaps, it's just an adjustment on my part that's needed.
