Ok, yah, now makes sense to me. If I'm going to be sanding the surrounding paint I would definitely NOT use 400grit. I would sand the rust off with 400, but then take 1500-2000 at the edge of the rust into the surrounding paint to level it off. But now you're talking professional level repair something a regular joe won't be able to tackle.
