I'm not sure that the two symptoms are related in the short term, but oil consumption can definitely lead to higher oil temperatures in the future. You'd have to have pretty massive leak down into the crank case to actually raise oil temperature significantly.
I'd just have them install it - cooler oil is never a bad thing as long as it's still the correct viscosity once the engine is warm.

Cool beans. I will have them put it on then. If they don't give me the run around about testing their short block solution first.
