No need to remove tint.

There is no law that states you even have to have side windows.....

Roll the windows down, remove the fuse for the power windows, tell them the power windows went out, get inspected, leave, put fuse back in, roll windows back up.

Inspected.

They will most likely know what you're up to, but it doesn't matter, not illegal to have broken power windows.
