I thought of the fan-assisted units as well but from what I found, they are quite a bit more expensive. While there is obvious benefit of the fan at low speeds, people seem to be doing well with the non-assisted coolers thus far. Given that engine coolant temps (ie the temp of the fluid flowing through the radiator) are rock stable, the oil cooler in front of the radiator is apparently no issue.
Stillen's kit calls for the power steering cooler to be sandwiched between the oil cooler and the radiator. Stillen claims that even this configuration is OK, and they do it to allow installation of an automatic transmission cooler on the driver's side.
