I'm not sure I'm following correctly anymore, so many meanings for some of the words above. For the little "pop in grommets", I use a small flat-bladed screwdriver to pop up the center first and then they pull out easy.

And yes, for removing the front bumper, I also remove one "pop in grommet" from the wheel well (close to the front outer edge), then gently pull wheel well liner out until I can bend it to reach the screw at the top corner of the bumper.

I'm not sure exactly what you're referring to here: "Any tricks for popping the panel out of the clip without damaging the clip?"
