Any and all test pipes/down pipes should make more power than any and all high flow cats (HFC), since the flow of exhaust is more restricted by catalytic converter material in them vs the unrestricted open test pipes/down pipes.
Because of this, the test pipes will also carry more sound and be louder that HFC's will be.
HFC's (high flow catalytic converters) are just that, a better flowing catalytic converter than the stock OEM ones. But for flow and power nothing beats a open test pipe/ down pipe. Flow = Power

Just a few more at best. Usually close the middle of open test pipes to stock catalytic converters is where you will find the HFC, as far as power gains, sound, etc. (Think of a HFC as about half the restriction of the OEM ones, but not as unrestricted and open as test pipes)
