It gets better when you give it a second.. he's saying the plate itself isn't flush with the bumper on both sides.

My question would be, is it 'flush' pointing forward, so that the plate appears to be straight if looking at it dead on, versus from up top.

If they're going for 'effectiveness' in making your plate visible, they probably shot for the plate being flush to the front, rather than flush with the curves of the front fascia.
