I would actually suggest investing in good pads, lines, and fluid first. There's no sense in buying all of the other parts and finding out you still need pads, lines, and fluid. Most drivers (doing occassional track events) will need only basic brake upgrades.

The parts you mentioned aren't really necessary and aren't a good starting point. You won't feel a noticable difference (from everything other than the brake lines), and they're pretty pricey items to start out with. Get some pads and fluid at the very minimum.
