Simple physics would suggest yes if nothing has been done to address the issue.
However, given the suggestion of ECU mods, there could be some hope. On the 335i Dinan increased the flow time on the water pump to help compensate for the heating issue. That was with an electric pump. Is the Z's pump mechanical?
