Allocation can be a big deal for a dealer if it is a high profile vehicle that tends to sell quickly.

A replacement car and 5% profit is a
very good deal for the dealer. If he sold to you a car at invoice without VPP he would only make his 2% holdback and lose an allocated car. Looks like a win/win all around.
