IMO, 35.5MPG average simply isn't possible.
The need for people to buy/own pickup trucks - even a 4-banger can't touch 30MPG, so that means for every truck sold (there are a LOT) - that means another car has to hit 40-45MPG.
What does that currently? Hybrids. Sad thing about hybrids is that it causes more environmental damage (batteries and their manufacturing process) than traditional vehicles.
If the US was flat, and we had a tail wind in every direction we went, maybe it could work, but I simply can not fathom how we would get 35.5MPG average from any auto-maker.
