YES, they were already drill. I didn't find out until I removed the front license plate to removed the stupid dealer frame.
And the dilema is that if I move back to Florida I'm stuck with a front license plate holder when the states doesn't requires a plate on the front.

I didn't now about the freaking holes!!! I have bought a lot of cars in states with front license plate and would not suspect that to mount a front license plate holder they would drill 1" holes on the bumper.
